Bureau of Refugees, Freedmen and Abandoned Lands 2
Office Surgeon in Chief, Department of the Potomac.
Richmond, Va., January 8th 1867.

Circular.

After repeated instructions to the medical Officers of the Bureau in this state directing that in signing all Official papers, they shall attach to their signatures their full duties, and where disharging them.
Many Medical Officers continue to neglect this duty, for instance several of the pay rolls, have the names. of the Medical Officers appended to them, with this simple addition A.A. Surgeon or A.A Surg. U.S.A. neglecting to append their duties or where thier duties were discharged so that the rolls do not show the station at which the attendants are located._

I am tired of giving instructions that receive no attention, Respect for my position demands that orders shall be obeyed. Some Medical Officers obey them fully, Others neglect them often. I am compelled to notify those who are in the habit of neglecting them, that continuance in this neglect, will insure the immediate annulment of their contracts.
