OFFICE SURGEON-IN-CHIEF, DEPARTMENT OF THE POTOMAC,
RICHMOND, VA., February 13th, 1867. 

Circular:
 
Of Form No. 2 three (3) copies will hereafter be required on the last day of each month. They should be sent promptly to my office, and should be signed by the officers making the report, at the lower right hand corner, "Quartermaster" being struck out, and the station and duties in full of the officer appended. 

On Muster and pay Rolls, all signatures, whether by mark or otherwise must be witnessed. 

All papers must have the proper endorsement on the outer fold, and be folded in the proper manner

If from want of attention on the part of Medical Officers, or miscarriage of packages by mail, a Medical Officer is at any time without forms for Weekly Reports, when due, he will make the proper forms, and forward without delay. 

Reports will be immediately made in regard to the attentions which have been paid to the order from the War Department, in regard to the protection of Medical and Hospital property, and buildings used for Medical purposes, from fire and a report of the precautions taken in this regard. 

Reports must be sent to my Office promptly in regard to the provisions for Hospital gardens, and seeds for planting the same. These reports should state the number of acres judged necessary for the purpose, and the number of acres already secured. 

Where land is not yet secured, a report must be made in regard to ability to secure the proper grounds sufficiently near at hand for the purpose, and the rents required for the same. Promptness in regard to all the points stated above is required. 

All Official communications from officers on duty in the Medical Department of the Bureau of Refugees, Freedmen, and Abandoned Lands, Department of the Potomac, intended for the Chief Medical Officer at Washington, will pass through my office  Medical officers will, hereafter, send no Official communications or reports to the Treasury Department. U.S, or Office of the Surgeon General, U.S. Army. Those which were formerly sent direct to these Departments, will go hereafter to the Office of the Chief Medical Officer of the Bureau at Washington, D.C, passing through my Office.
