Requisitions for medical and Hospital supplies when needed will be made out promptly on the last day of March, June, September and December. The greatest economy consistent with providing properly for indigent Freedmen & Refugees will be observed in making out these requisitions. Articles allowed by the Supply table which are not absolutely necessary, will be omitted from the requisitions and of articles absolutely necessary, allowed by the supply table, only such portions as necessity demands will be applied for. These requisitions will be made out in triplicate.

Medical officers in charge of Hospitals, and Quarters will state the number of beds required for - and the number of persons in Quarters. Those not in charge of Hospitals will state distinctly on their requisitions that the Medical Supplies are for Freedmen in quarters giving the number._
