This circular is not intended to take the place of the Officers manual, but to call attention to certain points neglected by different Officers at different times. The manual should be kept at hand and read over so often, so as to keep officers informed and in remembrance of its requirements.

There is no one point that I desire more carefully to impress on medical Officers, than that of the prompt mailing of their papers the very day they are due, and such care in securing accuracy in them as will prevent the long delay required for returning them for correction.
