Circular.

No patients will be received in the ward for the treatment of the insane, at Howard Grove Hospital Richmond Va. until a request has been forwarded for admission, with a full statement of the reasons for the request: the names of the patient, & of a suitable attendant to accompany them being given in full._

Every request of this kind must be accompanied with a certificate of a Medical Officer of the Bureau or of some reliable physician, that the person for whom admission is desired, is actually insane and needs Hospital treatment. When it is possible, a medical history of the case, up to the time of application for admission, should accompany the application: this history should be as complete as possible in all respects including information in regard to any previous insanity, and any hereditary tendencies to the same, and the peculiar nature of those tendencies._ 

No patient will be forwarded to Hospital until these papers have been transmitted and a
