Information will be diffused generally, among the people at and near each station, that the Bureau does not propose to supply all colored persons, or all freedmen, with medicines or medical attendance, but only such as are absolutely unable to pay for the same. -

In dispensing medicines the issue of opiates and spirituous liquors, will be restricted carefully to cases of absolute necessity, care being taken not to encourage the continuance of habits of using these articles, or creating such habits. -

In order that the needs of the sick may be promptly supplied, Medical Officers in charge of Dispensaries will assign two (2.) hours in both the forenoon and afternoon of each day, when they will be promptly in attendance at the Dispensary, to give advice and dispense medicines.

They will have it generally understood which these hours are, and will be present during the same unless some very urgent necessity shall call them away.  Such promptness will be used, as will prevent as far as possible delay.  In cases of a pressing character, advice and medicines will be given at the Dispensary, at any hour when the Medical Officer is not absent on necessary duty.

Patients applying for advice and medicines, will at all times be treated with courtesy and kindness, and during the winter months, made as comfortable as consistent with accommodations at command.
