Asst Superintendents of the 6th District, Va, Bureau &c will send a report to there Head Quar's of all [[cases]] of a civil character - wherein Refugees of Freedmen. are parties thereto - that may be tried before Magistr Dist's - giving the names of the witnesses, and such information as will present the whole case properly - Provided that no case need be reported except those in which unjust decisions are rendered by said Magistrates or other Courts against Refugees. and Freedmen,
 
They will also report all cases where Magistrates or other Courts refuse to issue process - when properly applied for by Refugees and Freedmen - for the collection of debts due, for labor or otherwise - the facts in each case to accompany the report,
