Circular Letter

Your attention is called to circular Letter dated H'd. qrs. Bu. R.F. &. A.L. Richmond Va. May 28th 1867.

Ass't. Sub. Ass't. Com'r. in this Sub. Disc't. will take necessary measures to ascertain as far as possible in each County in their Sub. Division if any Freedmen fail to register through the agency of any person hostile to their exercising the rights of suffrage.

For this purpose they will visit each County confering with the President and members of the Board of registration making careful and thorough inquiries and inviting Union men most friendly to the Freedmen, and intelligent colored men to inform them of any failure on the part of the colored men to register.

They will improve every opportunity to instruct the Freedmen in all their rights under the laws.
