3.  Brevet Captain R. G. Rutherford, 2d Lieutenant, 45th U. S. Infantry, (Veteran Reserve Corps,) is hereby relieved from duty in the Bureau of Refugees, Freedmen and Abandoned Lands, and granted leave of absence for three months on Surgeon's Certificate of Disability, with permission to go beyond the limits of his Department.
