The Medical Offices of the Bureau will report to me immediately, (as a special report) the present condition of freedmen, at and near their stations. This report will enhance the following points by: 

1st. The amount of suffering from want of food clothing shelter and fuel. 

2d. Their disposition to embrace every opportunity offering, which will enable them to supply their own wants, & those of their family & near friends.

3d. Whether the medical Officer at the station is able to meet all medical wants of those not able to provide for themselves, if not; how much suffering exists for want of medical attention

4th. How much assistance is extended to
