You will direct the stewards at the Dispensary, to examine the cases & prescribe for all who apply at the Hospital for medical treatment. Make such arrangements as you please in regard to their duty alternately or not, as you think best. They will have to attend to all cases applying there. I am compelled to relieve Dr. Young from this duty in order that he may give more attention to patients in quarters in the City. The stewards can have no increase of pay. If they object to the duty others must take their places that are willing to do it. Report to me the arrangement as soon as completed & complete at once.
