A. A. Surg A. C. W. Young USA. having been relieved from the charge of freedmen in Quarters at Richmond Va- A A Surg S. B. Kinney USA, on duty in the Eastern District Richmond Va, will for the present, assume the charge which Dr Young has left as additional duty.  He will give his first attention to the most necessitous and urgent cases, and beyond there occupy the field heretofore occupied by Dr Young and himself as far as possible.  The office which has been used jointly by the two above named A A Surgeons, will remain under the control of Dr Kinney.  Dr Kinney will in person report to me from week to week his success in meeting all the requirements of humanity and mercy devolving upon the Medical Department of the Bureau among freedmen in Richmond City and surroundings, and consult with me in regard to the same.  This order's made with the  hope, that as a matter of economy
