Sir.
Mr. Thomas D. Harris would most respectfully call your attention to the following conditions - contract and the result of this year's operations and his action Therein. 

He rented a plantation in This county to Mr. Thompson a white man for six Hundred dollars $600. payable The first day of December.

He advanced to Mr Thompson one thousand dollars in cash to buy supplies - for what a contract was entered into under the act of the legislature of Mississippi approved Feby 18th. 1867 - regularly enrolled in the clerk office of that county. Mr Thompson contracted with a freedman who engaged to hire other freedmen to work the place. The said freed men receiving one third of the crop to pay one third of the rent and one third of the Blacksmith bill, and the said Thompson agreed to furnish provisions, team, farming utensils and to pay two thirds rent and two thirds Blacksmith bill -. Mr Thompson has delivered four Bales of cotton which sold for $422.40 amt. which was applied to the payment in the supplies advanced. He claims the corn amounting to about 250 Bushels and about 5,000 lbs of fodder, which Mr Thompson does not object to. About 250 Bushels of potatoes has been given to the freedmen. Taking every thing made on the place, Mr Harris will fall short of his rent and cash advances over $500. 
He has proposed to arbitrate under circular No 22, and the freedmen refused. These freedmen during the year have received
