FREEDOMWAYS FIRST QUARTER 1972 unable to stem the civil rights movement, "the State began a program which can best be characterized as one of gradual genocide, the goal of which was to effect the dispersal or extinction of the Negro population." The moral and ethical issues of genocide require examination from a black perspective. The scientific and health aspects deserve far more consideration than can be provided in a short essay. This is unquestionably a major undertaking and requires an approach which is neither militantly defensive nor needlessly apologetic. The approach to an inquiry of genocide is worthy of special emphasis because it is not necessary to waste one's time in attempting to convince a racist system of its untrustworthiness. Rather, it should be the objective of such endeavors to provide a people with those instruments with which it can insure not only its survival but also its unequivocal liberation.
