In obedience to instructions I have the honor to transmit the following report of state of feeling existing between the white population and the freedmen of the county of Franklin Va. Since my entrance upon my duties in said county I have seen nothing to indicate anything save the friendliest feeling toward the freedmen, except perhaps in a few individual cases. There seems to be a general inclination and desire on the part of the whites to act justly and to offer every inducement for faithful service.
