Reports as follows. Complains of the impracticability of bringing cases of merit before the Comt because of the wait of troops to serve summons. Says men take advantage of this wait of men to set the decisions of the courts as defiance Says that the man chosen by the Freedmen to sit for them on Freedmans Court dare not do so. The court is therefore practically composed of but two members. Reports a case of murder of Freedman in Isle of Wight county. Has one school in successful operation and is organizing another. Called the Freedmen together and addressed them on 3d inst. Few calls for food. None for clothing. No calls for care of sick.
