In obedience to Cir. [[strikethrough]]lett [[/strikethrough]] No. 6 Jan. 29th 1866., reports that the condition of the freedmen is better than & the whites are more friendly than could be expected. The latter class, finding white-labor more expensive, are anxious to make engagements with the freedmen, who, if intelligent, find no difficulty in renting land on shares - that good wages are paid, considering the restricted means of the farmers - that the women do not like to go into the Country to work - colored soldiers are disliked - change for the better in the opinion of whites against North. people - that the presence of officers prevents trouble - whites opposed to the education of blacks - condition, moral & physical of latter class improving.
