seed terms and implements &c I consider this by far the best plan to be pursued by the people for in this way the interests of both parties are identified, the superiority of this plan over the old contract system is that the latter [[strikethrough]] that [[/strikethrough]] is the same as that commonly adopted by the freedmens late Master. while they were in a state of slavery hence their hatred is so great toward anything having any of the plans similar to those used by their Masters, that they are much better pleased with the system of working on shares.

I have succeeded in securing homes for many of the orphans and have been particularly careful to get good homes for all such as come under my observation. Many of the poor are in need of clothing especially the women & children the men I have already supplied clothing in cases of extreme need. I anticipate that Miss Wood will be able to get clothing from the aid society sufficient to meet all extreme cases which may occur this winter.

I earnestly desire that my request for (2) two enlisted men equipped for this place, may be if considered consistent complied with. More especially, as it may be necessary to make some arrests in the event of any disturbance here in reference to the establishment of the School already referred to. I speak of this because I notice the growing antipathy against my measures here, (by the whites) as an agent of the Bureau. More especially since the arrest of Mr Martin and the preparations for a "tremendous school" The census should also be completed, and as my time is all taken up in the Office, hence the necessity of the detail of men referred to, to accelerate the business of the Office
