Office Asst Supt Bureau R.F. & A.L. Isle of Wight County Va Smithfield Febry 14 1866 Captain James A Bates Actg Asst Adjt Genl Captain, In obedience to Circular No 6 from your Head Quarters dates Jany 29th I have the honor to make the following report of Bureau Affairs in this County In the adjacent portion of the county there seems to be no cause for complaint among the Freedmen. Most of them have hired to whites for the coming year. But in some distant portions of the county there is considerable hard feeling against them on the part of the citizens though I have heard of no cases of actual violence except one viz. the murder of Burrel Green.
