Captain,
In obedience to Circular Order No 6, dated Richmond January 29 1866, I have the honor to submit the following report.

The Bureau affairs in this county are in a condition, all things considered, satisfactory to all interested. So far as my observation extends, the great need is a sufficient detail of soldiers to carry out the measure designed by this department, though the military authorities have extended to me every favor in their power. Many criminals escape merely for want of a guard to arrest them, and in some cases I have been compelled to employ the freedmen themselves as volunteer police officers.
