State of Virginia Colonel, I have the honor to submit the following report, as representing the State of Feeling existing between the White People and Freedmen of Patrick and Henry Co's Va, during the Month of February. There seems to be a better feeling constantly growing on the part of the Whites toward the Freedmen, especially among the intelligent and wealthy employers.
