I have the honor to make the following report in compliance with Circular No. 6 Bureau R.F. & A.L. Headquarters Asst. Comr Va Richmond Va January 29th 1866 of the condition of Bureau affairs, the State of feeling existing between the whites and the Freedmen, and other facts connected with the welfare of the Freedmen in Orange Co Va

I was assigned to this station on January 23rd 1866 and found the office of the Asst. Supt in fair working order. The Freedmen in this locality are as a general thing all employed at fair wages for the year 1866. Some of them are working with the Farmers on shares of the crops, and prefer working in that manner. There is still a demand on the part of the Farmers for more labor.
