In compliance with Circular No. 6 dated bureau R.F. & A.L. Hd Qrs Asst. Comr Va Richmond Va January 29th 1866, I have the honor to submit the following report. The condition of the affairs of the Bureau in this Sub District is generally good, there are but few destitutes and the Freedmen generally show dispositions to work and support themselves and their families, but few cases of bad conduct, on their part, are now reported. They are fast learning to take care of themselves. The state of feeling between the Whites and Freedmen is not very good. A majority of the Whites still manifest a desire to tyranize over the Freedman, they look upon them as Slaves and would quickly make them Such but for fear of the Military Authority. there are however a great many who deal fairly and justly with the Freedmen.
