Report showing Condition of Bureau Affairs, condition of Feeling existing between Whites and Freedmen and all other facts bearing upon the welfare of the Freedmen, during the month of February 1866, in Greene Co. Va. Bureau R.F. & A.L.

Sir,

I have the honor to make the following Report,

1st.  As far as my observation goes during the brief period that I have been here, the affairs of the Bureau appear to be in a prosperous condition.  About one Half of the Citizens appear to be willing to treat the Freedmen fairly and give them living prices for their labor.  Many Freedmen have made Contracts for a share of the Crop and are doing well.  Most of the Contracts were made about the 1st of January 1866.  Others of the Citizens who did not contract at the beginning of the year are now contracting, as they find the Freedmen are working well with others.

2d.  The other Half of the Citizens are trying to get the Freedmen's labour for little or nothing and trying to oppress
