In obedience to Circular No 6 dated "Bureau of R. F. & A.L., Hd Qrs Asst. Comr. State of Virginia Richmond Va Jun 29th 1866" I have the honor to report - That the affair pertaining to the Bureau in this Sub Dis for the past month have been in the main attended with harmony, Petty larceny has been very much on the decrease compared with previous months which is attributed to the fact that the Freedmen are more generally employed, and living has by themselves. The citizens of the County, either from principle or policy are treating the Freedmen generally with fairness and doing all that could be required, the morale effect of the Bureau however has very much to do toward it /on the other hand the Freedmen are in the main working
