In compliance with General Order No 4 Circular No 6 I submit the following report, upon the general condition of the Freedmen, and the state of feeling existing between them and the White population of this county.
As far as my observations have extended and from all the information I have been able to gather the condition of the freedman, is in general, comfortable, and highly satisfactory - This County is well supplied with all substantial provisions. The seasons last year were favorable and the yield in corn was abundant. There is, therefore, no good cause why any one should want for the real necessities of life. Generally the freedmen are industriously and perseveringly applying themselves to business - The planter gladly employs at fair remuneration, the colored man eagerly avails of  himself of these conditions in order to earn a livelihood, and from all accounts (with some few exceptions) satisfaction seems to smile on both classes. Time has done much towards reconciling the Whites to the abandonment of Slavery and I think they are willing to accord to the Freedman all rights necessary to the protection of their persons & property. In relation to the state
