I have the honor to submit the following statement of the condition of affairs of the Freedmen, in this County during the month ending February 28th 1866. 
The Rations during the month issued to Destitute Freedmen.- numbers 8 men 17 women and 42 children, equal to 46 Rations per diem, The Freedmen having no source of supplies generally seem to be seeking employment and making contracts for the year, yet there are a number reported to me, who do not seem to desire any employment whatever, but roving about in idleness. - The feeling existing between "Whites, and the Freedmen". in this County, are as friendly and mild as could be expected
