Commissioner B.R.F. & A.L., Richmond Va Colonel: I have the honor to make the following report in obedience to Circular No 6th and dated Jan'y 29th /66. Within my sub-district there are probally between 3000 and 4000 Blacks they are certainly (the most of them) in a very sorry condition. Still they are doing every way to get along and I believe nearly all find employment. Some have taken lands to cultivate and although they do so at very low rates still I believe they may make a living if the Whites will give them their just dues and let them alone.
