Genl Captain, In obedience to Circular No 6 series 1866, from your Head Quarters, I have the honor to make the following report of the condition of Bureau Affairs in any Sub-District. There seems to be an increased desire on the part of the Freedmen to have employment for the year, and most all who have come under my notice, have engaged for that period. On the part of the citizens there seems to be less enmity toward the Freedmen, and threats of whipping are less common than at the time of my last report. Altogether I think there is a decided
