In regard to the destitute in the County, the number to whom rations have been issued is about the same as for January, as the weather grows mild, many who now obtain support from the Bureau, will be able to make their own living.

There are two schools at the present time in operation in the County, and during the month of March, instruction will probably be given to Two hundred (200) scholars or more; buildings for school purposes are hard to obtain, there is one in Eastville which accommodates all the scholars in that place.

I was obliged to sieze a building at Franktown (which was unoccupied,) for that purpose.  The citizens are bitterly opposed to the education of Freedmen, and from appearance, I should say their interest in educational purposes or advantages was very small for any class.

But few cases have been brought before the Court of Conciliation for adjustment, and they principally on account of non payment for labor
