Colonel,
I have the honor to report, in obedience to instructions contained in circular No. 6. dated Fredicksburg, Va. Hd Qr's. Sup't 10th Va. Dist. Jan, 31st 1866. — the condition of Bureau affairs for the month of Feb. 1866.

The Freedmen are now very busily employed as a general thing throughout the County many of them working land on shares, the excitement recently created, by the decision of the government in reference to the "Freedman's Bureau Bill" has now somewhat subsided among the freedmen, as I have assured them that it is not the intention of the government to discontinue the "Bureau," within a year from this time — this excitement among them was augmented in a great measure by the White people, who informed them that I was going away in a few days. This was during my sickness, while unable to attend to official business. -

The trouble experienced by me last month as reported by me in relation to the establishment of the Freedman's school has now nearly subsided, as the people are under the impression that a guard is to be sent here; but
