Pursuant to instructions I have the honor to submit the following report, as exhibiting the state of feeling existing between the white People and Freedman in the Counties of Patrick and Henry Va. I'll know my arrival in the County of Henry in December, in a population of five thousand Freedman, I found about five hundred had been paid, and the balance almost wholly complained of their Employers refusing to pay them; as soon as the White People learned that they would be liable to prosecution, in case they failed to make a settlement, they did so with a few exceptions, Since Jany 1st 18hh, I think I can safely state that nearly every Freedman in both Patrick and Henry have contracted to work for the year, and as they nearly all have shown a disposition to work faithfully, it has served to create a feeling of amicableness and satisfaction between themselves and their Employers.
