To the 
City Council of Richmond, Va.

In accordance with requirements contained in Cir No 12 from the Asst Comr, Va, for this Bureau dated the 21st inst. I have the honor to inquire if your board will undertake to provide for the maintenance or assistance of destitute colored persons having a settlement within your City, in the same manner as is provided for destitute white persons, Also what will be the character of such maintenance or assistance.  In case your board should be unable to afford aid, or support to all destitute colored persons please inform me for what proportion it will undertake to provide.  Also what rule of action the board proposes for their own government on the whole subject of colored paupers.

It is desired that your reply have reference to the present year for which it is demanded, that the freed-people should pay taxes:
