I have the honor to report that "Bureau Affairs" in my Sub District are in a very good condition

The state of feeling existing between the whites and Blacks is not as it should be, the Freedmen have very little confidence in the whites and are affraid to trust them - The whites on their part will take advantage of the Freedmens ignorance whenever they can, they are very much opposed to the education of the negroes.
