In compliance with Circular No 6 Bureau of Refugees Freedmen + e dated January 31st 1866, I have the honor to report that the good feeling which has heretofore existed in my sub-district between the whites + blacks seems to be increasing. I have not a single case of a dificulty of any kind between the two races to report the present month. 
the white men need the labour of the Blacks and as a general thing they are willing to pay them as much as they can afford. A great reluctance on the part of the Blacks to enter into contracts still exists. Although they all appear to be at work yet I fear that when the busy season is over that many of those who are now working by the month will be thrown out of employment and much suffering may
