I have the honor to make the following report in reference to general affairs pertaining to the Bureau &c. As a rule the Freedmen of this District have availed themselves of the increasing demand for labor and are at work for the coming season at fair prices. I have endeavored to impress upon the minds of both white and black the necessity of making written Contracts and in portions of the community most available, Contracts are in general use. Some portions of my district are so remote from communications that it very difficult to transact business, but in those portions the negroes are Comparatively few.
