Colonel,
I have the honor to report that the Freedmen of this County have settled down quietly in their new homes and that I have little complaint against them in regard to violation of contracts. I am convinced that there is as much to be complained of in this respect of the Citizens as the Freedmen. Many of the citizens are instructing their employees some for pay, more gratis. I have one application from a farmer for a teacher for the Colored people on his place & several others desire one in the fall. I deem the feeling existing between the whites & blacks of a friendly nature & believe that Whites are at the bottom of half the stealing that is going on in this County.
