Captain,

I have the honor to report in compliance with Circular No. 6. C.S. Hd Qrs Asst Comr. Va Richmond Va. The Condition of Bureau Affairs in this County.

The Bureau is not a popular institution so far as I can learn. I do not think that the past month has at all improved the feelings towards it on the contrary the reverse.

The feeling between the Whites & Colored people as a class is rather distrustful than anything else, about mutually so or rather equally so. Many citizens are well disposed towards the freedmen, and will do them justice.

The conduct of freedmen has been quite good considering their condition and intiligence. 

But few cases of idleness or vagrancy have come to my knowledge as yet that is where the parties can be named
