under supervision of the Bureau in this County. I do not find any Bureau Property, or quartermasters' stores, or camps of Freedmen or refugees within the limits of any jurisdiction, nor is there any cash pertaining to the bureau in my hands. The Freedmens' Court has not yet been organized as the people are busy preparing their land for crops and it is impossible to get them together to elect men to serve with me on the court.

I have advertised that I am ready to hear all civil cases between the whites and Freedmen but none have yet been presented.

The whites seen disposed to do the Freedmen justice in business transactions and the latter are orderly and well behaved.
