Mathews Ct House March 31st 1866

Col. O. Brown
Asst Comr State of Va

Sir
I have the honor to forward the following Report of the condition of Bureau affairs during the month of March in this county. There is a decrease in the number of cases before the Freedmens Court-- within the last two weeks, since the 24th inst. there has been no applications for trial before this Court, which can be ascribed to several reasons: First, most of the applications were claims for last years services, these are now all settled so far as they have come to the knowledge of this Court, if there are any other cases of unsettled claims, the Freedmen are busy getting in crops and do not choose to enter complaint at the present time; Secondly, Crimes of a criminal nature now turned over to the Civil Courts, by Circular No 10 Hd Qrs Asst Comr State of Va March 1866, since which time two presentments have been made against Freedmen to be tried at a future sitting of the Civil Courts.
