Sir,
The condition of things here has much  improved since the report of February 28' last, especially in regard to the Freedman's feelings towards the whites.  On the 9' of March I summoned such of the Freedmen as could come to the County Seat and read Col. O. Brown's printed Address, Head Quarters Asst. Commissioner, State of Va. and dated Richmond Va., July 1st 1865.  Most of the Freedmen were present at the meeting and several hundred Whites.  After reading the address I made such remarks and explanations as I deemed proper.  The address was applauded and my remarks and explanations well received  by both Black and White, has resulted in much good to the Freedmen and, also, to those that employ them.  Many contracts were made after the meeting,  Idleness and indolence has almost entirely ceased in the Co. and very little complaint has been made by any of the good citizens.
