Sir.
I have the honor to report that there has been a slight change for the better in the condition of Bureau affairs in this county. This is in the main attributable I think to the fact, that the inhabitants of both classes are about beginning Farming Operations. The demand for labor is somewhat increased in consequence and a disposition engendered in the whites thereby, to treat their hands with more of fairness. I have heard the [[page torn]] ability with which several Freedmen are managing farms, eulogised by white persons from whom I least expected it. The behavior of the Freedmens in the estimation of the whites is much improved,
