Captain:
I have the honor, in compliance with the requirements of Circular, No. 6, Head Quarters, Assistant Commissioner of Va., current series, to submit the following report.
Since my report at the close of last month, I have considerably extended any acquaintance among the people of this county, and am of the opinion, that the feeling existing between the citizens and freedmen, is in the main, all that could be expected.

There are occasional instances of dissatisfaction, more particularly among the citizens, resulting from the decisions of the Freedmen's Court: but the gentlemen who compose the court with me, are of such high character, one being the clerk of the county and the other one of the magistrates, that no charge of injustice, to my knowledge, has been indulged. As far as possible, to avoid any unpleasant feeling, I have adopted the practice of having the parties settle their own differences, in all cases where it can be
