In several cases the Freedmen are receiving one half (1/2) of the entire crop raised on plantations for their services for the year: and have only themselves to find; and in no instance are they receiving inadequate & insufficient wages where contracts have been made at this office. There are twenty (20) Freedmen more or less in the County who are unable to labor, chiefly from old age, and who are dependant upon the public for re support, mainly,
Employment could, probably, be found for one hundred (100) more laborers in the County, for the supply is not equal to the demand.
