I have the honor to report that the situation of the Freedmen in this county has slightly improved.  The White citizens generally are cruel and unjust to the Freedmen, and disloyal to the Government.  A memo has circulated among the white citizens, that their former slaves will be restored to them by the 25th of January 1866, the effect upon the Freedmen is a sense of certainty and fear. it also caused more arrogance and cruelty on the part of the whites.
