Colonel O Brown

State of Virginia, Richmond Va

Sir
I have the honor to make the following report of Freedmen's affairs, in the county of Nottoway Va, for the month ending March 31st 1866

1st. The state of feeling existing between the Whites and Freedmen is good, however both parties are a little suspicious of each others honesty,

2d. The Freedmen are working faithfully and honestly and live up to their contracts. Nearly all of them have made contracts for the present year, generally for a share in the crop.

3d. There are no vagrants in this County, I do not know of one idle Freedman in the County, all of them seem to be industrious and happy.

4th. There are about Twenty (20) old men and women "who are entirely destitute" drawing rations,
