In compliance with General Order No. 4 I respectfully submit the following report:

The feeling existing between the white and colored population in this County is in the main good & satisfactory.

The Freedmen, with very few exceptions are employed as field labores, mechanics or waiter and I think they are generally contended.

They are receiving fair wages in money- or if field laborers, a portion of the crop. In either case, the amount of the Pay depends upon the capacities of the laborer.- The wages in money range from $5 - to - $12 per month & provisions found and from 1/4 -to- 1/3 of the Crop in the other case.-

The white Population, taken in the main, are kind and generous in the county towards the Freedmen while the latter are very polite and obedient to their Employers.-

The healt of the Freedmen is very satisfactory. I hear of but little sickness prevailing among them.-

They are generally well supplied and the necessity to furnish Rations during the month of Mar. was only for a small No. (for 19 persons).

The Order No. 10 so far as I am able to assertain has had a good effect. I think that the Civil authorities here, will act honestly & impartially in criminal cases in Preference to the interest of colored Persons.
