Feeling of the Whites towards the Freedmen.
The unkind feeling so lately prevalent here has undergone quite a change during the past few months.  The employers are just ascertaining that kind and humane treatment of the freedmen is more apt to induce him to labor faithfully than kicks and curses and half rations.
   
While admitting that a change has taken place,  I do not wish it understood that the Whites have granted them any additional privileges, on the contrary on the question of the freedmens rights and privileges they are as obstinate and unyielding as ever.

Moral Condition of the Freedmen
The morals of these people it is well known have been sadly neglected,  not so much owning to the freedmen themselves as to those parties who knowing their ignorance permitted them to neglect their Maker.  Two Churches for freedmen are now open in these two counties, and are well attended.
   
I have had Circular No "11" from Col Brown's Hd Qrs. read and thoroughly explained to them. They appear to understand and appreciate it.
