I have the honor in compliance with Circular No 6 to make the following report viz. That the feeling of the people towards the Freedmen is about the same as at last report and better than it was the first half of this month. The feeling against schools is fast giving [[strikethrough]] a [[/strikethrough]] way and as a general thing it is now only the illiterate and unprincipled that oppose schools for the freedmen. During a part of this month for some cause entirely unknown to me there seemed to be a good deal of ill feeling exhibited toward the Gov; but that I think has in a measure subsided. I am told as a citizen I am "much liked." As much as to say as an officer of the Govt they have very little use for me.  
Giles A. Miller Esqr. the state representative on his return informed the court that there was no use of comeing to this office to have contracts approved that the legislature had made provisions for that, and intimating that the court (Freedmens) could be dispenced with. When he was
