In compliance with existing orders. I have the honor to report the effect of turning over the criminal cases for trial to the civil authorities in the counties of P. Edw'd & Cumberland. Va as good as can be expected. no trials have taken place as yet, but two preliminary hearings have before a magistrate. the freedman was allowed, all witnesses he desired and a disposition to give him a fair hearing was evinced by the magistrate. That every magistrate will act as fair, remains yet to be proven.
